family Law/ What procedures do i need to take to get my daughters passports?

The court has a paper signed by him admitting to being the father of both my daughters but out of all that ordeal that was all that was done

Regardless of what the father has or hasn’t done, unless the courts have awarded you full legal custody, which is different from who does the kids live with, you will need his signature. End of story. AJ

AJ is right. You either need to go toyour lawyer and ask him to file for sole legal and physical custody for you or you will need the father’s signature for the childen to get passports. To take the kids out of the country you also need a letter of permission form him. It would be wise to get the sole custody now to prevent other problems in the future.
