Google the terms, child custody divorce termination parental adoption laws, and the name of your jursidiction. Click on a few of the law firm sites to see how they treat various issues, i.e. which services they offer right on the home page. That will tell you pretty clearly what the law's priorities are in that jurisdiction. Test three or four family law firms this way and you'll have at least a snapshot of what's contentious where you live.

I would look into Dependency Law regarding children in your state. Often there are many studies linked to Dependency law because the Department of children and Families often have to research efficacy etc. Who evaluates ? Based on my experiences the family law judges, family services, and somestimes social service agencies. If you give me more specifics I could help more. I can't tell what "children in trouble are ? Are you talking about "At risk Youth" ? Need more specifics.
