Child Support adjustment through Fam Law Facilitator or Department of Child Support Services?

I recently became unemployed and need to apply for an adjustment for child support. I live in San Diego (El Cajon) and the court website says these are either done through the family court facilitator (and a family court judge) or the Department of Child support services but it doesn’t really indicate what circumstances determine where you go.

We very recently went to court for an adjustment in our custody aggreenment.
Should I be going to the Department of Child Support Services or should I be going to the family law facilitator? What are the circumstances that determine which you go to?
