He has finally taken the first step in setting things straight by filing some papers with the courts. The problem is that the Judge( commissioner actually) they have assigned him to has been unfair to him in the past when going before him to modify orders previously filed regarding his ex wife. Does he have the right to fire the commissioner and request a replacement Judge? If so how should he go about initiating this change?
