In NJ, what is the law regarding responsibility for utilities in a 2 family rental without separate meters?

We recently all agreed to pay percentages of the bill, but I heard that unless it is separate, the landlord is required to pay the utilities. My sister in law and her family live in an apartment and the roof has been leaking for some time now, the landlord knows about it and has done little to nothing about it, well now the apartment has been flooding, and there is water getting into the light fixtures, water is coming into thier sons room, her husband has been loosing time from work to clean up the water that has been coming in, they cannot afford to move and feel like there is nothing they can do, can anybody give me some advice that I could give them to help them get out of this predictament?
