A "blood" relation is just that....actual, genetically connected. A step-parent wouldn't even be a "blood" relative. You are related you your brother's wife (your sister-in-law) by marriage. As far as her family goes, there is absolutely no relation. That being said, I agree with the person who says you can call them your "extended family" if you are this close to them. "Extended family" usually refers to the close friends that are viewed as family. (ie, your mother's best friend that you've always called "aunt" even though there's no relation.)
