You may file the I-130 form by sending it to the U.S. At the bottom of the article it gives you a link and directions on how to file the I-130. Now I'm just wondering how long it will take to approve the petition. GoodLuck!</description>

The reason has to do with a law recently passed in the US that requires that all immigrant visa petitioners be checked through the US criminal database.  Embassies and consulates don't have access to this particular kind of name check; DHS does.  That's why only they can accept petitions from now on.

You need to file the petition at the nearest CIS office.  Since you live in France, you do not have to file in the US; you can file in Rome.
